Shirley D. Collier, President of Scale2Market, and Host of the Growth Masters Federal Podcast, is a serial tech entrepreneur, strategic adviser and executive mentor, with extensive C-level financial, marketing, operational, intellectual property, federal business development management and executive coaching skills honed through years of experience in starting and selling 4 technology businesses, mentoring the CEO’s of other small companies, and developing strategic business relationships with corporate, government and academic partners around the country. She licensed laser communications technologies from the Johns Hopkins Applied Physics laboratory and worked with the Navy for 6 years to develop an early stage prototype. She has managed teams of business development professionals that have sold products and services to the Department of Defense, Department of Commerce, Health and Human Services, USDA, Treasury and Justice Departments. Shirley has served on numerous National Science Foundation proposal review boards and received the Woman of the Year award from the Business Women's Network of Howard County. She was awarded the EBO Outstanding Woman in Business award.  Shirley was named one of Maryland's Top 100 Women three times and was inducted into the “Circle of Excellence” by The Daily Record. She was named as one of the Arthritis Foundation's Women of Distinction, and founded "Computer Mania,” a free computer symposium for girls in the public school system to foster confidence in technology, mathematics and science.  Computer Mania is now being funded by major corporations to reach middle-school girls throughout the region. Shirley participated in a State Department funded program to match female tech entrepreneurs in the U.S. with aspiring female tech entrepreneurs in South Africa. She continues to mentor young women in that region. She is a graduate of Leadership Howard County and was named Alumnus of the Year and received the Children’s Advocate Award. Shirley serves on an advisory board for Junior Achievement and originated the "Techarina" award for the winning technology exhibit by a young lady at the local school system's annual science fair.

 

Shirley was inducted into the Women’s Hall of Fame by the Howard County Women’s Commission. She received a Distinguished Leader Award from the YWCA at their first annual Women’s Leadership Luncheon and was named economic development Volunteer of the Year by the Northeast Economic Developer’s Association. Shirley and her company also were awarded the Torch Award for ethical business practices by the Better Business Bureau of Greater Baltimore.  I-95 Business Magazine named Shirley as a Woman of Influence, Inc Magazine named her as one of the 10 Most Admired Business Leaders in 2022and the Howard County Chamber of Commerce named her GovCon Influencer of the Year in 2020. She recently received the Trailblazer Award from the Center Club of Baltimore, and in collaboration with the Community Foundation of Howard County has established a Tech Giving Circle to fund scholarships for the Tech Leaders of Tomorrow initiative.  LinkedIn Profile. 

 

Tom Collier, Senior Researcher, IT, Engineering and Aviation Analyst, and Growth Masters Federal Podcast Producer has over 30 years of technical experience in Information and Engineering Technology and is a instrument rated commercial pilot and certified flight instructor.

 

He is an outdoor enthusiast, environmentalist, aviator, business owner and educator and has designed, developed and implemented a variety of systems engineering solutions for businesses, government agencies, non-profits and the environmental community. Comfortable in collaborative group efforts or independent endeavors, working in the R&D lab, the classroom, boardroom or the field, and working as a project leader or team member, Tom possesses extensive writing, analytical, problem solving, research, software development, project management and communications skills.  Combining a love of and appreciation for the natural world with extensive technical and engineering skills and experience is the theme underlying the work he does to help our clients thrive in the federal sector.  Tom also edits and produces Scale2Market's popular Growth Masters Federal podcast.

 

Roberto De los Santos, Director, Federal Strategic Partnerships, is an Army veteran who was a member of the prestigious Old Guard (Arlington National Cemetery), and has a broad range of experience selling to federal agencies and delivering value through IT, Engineering, Security and Business Consulting Services including Network Security Engineering, Computer Network Defense, SOA /Web Services Security, Public Key Infrastructure (PKI) Engineering, NetOps, Mobile & Wireless Security, Application Security and Software Assurance (SA), Cloud Computing and Dev/Ops. He has over 20 years of sales and capture management experience with large Systems Integrators, mid-sized companies and small innovative businesses. Roberto has a wide network of executive level relationships and understand the strategies and activities that are necessary for success in the federal marketplace.

Glenn Richardson, Senior Growth Adviser, is a noted industry leader, adviser, coach, and executive consultant. He applies many years of experience across government agencies, business enterprises, and academia while assisting numerous organizations with critical decisions regarding strategy, operations, and growth. Glenn currently provides business optimization and transformation advisory, advanced leadership training, career transition, executive coaching, and other talent management services to a select, senior-level portfolio of clients, and is known for generating credibility and confidence among executive customers and their organizations.

 

Glenn is a former Partner at Arthur Andersen LLP where he led the Strategy, Finance, and Economics practice and received three consecutive Consultants’ Choice Awards for coaching, leadership, and mentorship.  As a Partner, he also directed a key initiative for a global organization in the national intelligence community to form a new business unit for information technology solutions and applications for intelligence, and led a major accounting systems migration initiative for the world’s largest finance and accounting activity.  Glenn is also a former Partner at Deloitte LLP where he championed an innovative Managerhood Program to provide newly promoted Managers with leadership, counseling, engagement management, and personal development skills.
